Dell Technologies, CPX and UAE Cyber Security Council Join Forces to Strengthen UAE’s Cyber Resilience

Dell Technologies, CPX and the UAE Cyber Security Council (CSC) are joining forces to advance the development of a National Vault initiative designed to strengthen the protection of critical data and enhance the UAE’s ability to recover from major cyber incidents.

The collaboration, announced at Ai Everything 2026, reflects a growing focus on cyber resilience as digital infrastructure becomes increasingly central to government operations, economic activity and essential public services.

The proposed initiative aims to establish an additional layer of protection for mission-critical information, helping organisations prepare for scenarios in which cyberattacks or other disruptions affect their primary technology environments. By exploring dedicated data protection and recovery capabilities, the partners aim to support the continuity of services across sectors that are fundamental to the UAE’s economy.

Protecting essential services against cyber disruption

From government systems and energy infrastructure to healthcare and transportation networks, the availability of reliable data is essential to the delivery of critical services. A significant cyber incident can affect not only IT systems but also the organisations and communities that depend on them.

The National Vault initiative is intended to address this challenge by exploring ways to protect critical information and improve recovery readiness. If implemented as envisioned, it could help organisations restore trusted data and resume essential operations when existing systems or conventional security measures are compromised.

The initiative brings together three distinct areas of expertise: Dell Technologies’ capabilities in data protection and recovery, CPX’s cybersecurity expertise, and the UAE Cyber Security Council’s national cybersecurity priorities.

The partners plan to explore the technical infrastructure, governance arrangements and operating model needed to support the proposed capability. These elements will help shape how the initiative could contribute to the UAE’s broader approach to protecting critical information and maintaining operational resilience.

A new focus on data recovery in national cybersecurity

Cybersecurity strategies have traditionally placed significant emphasis on preventing unauthorised access, detecting threats and defending networks. However, the ability to recover data and restore services following a successful attack is also an important part of organisational resilience.

The National Vault initiative aims to address this recovery dimension by exploring additional safeguards for information that supports essential national operations. Its potential scope includes organisations operating in sectors where prolonged disruption could have wider economic or public-service implications.

As artificial intelligence, cloud computing and connected technologies continue to expand, the volume and importance of digital information are also increasing. Strengthening the ability to protect and recover that information is therefore becoming a key consideration for organisations across the public and private sectors.

H.E. Dr Mohamed Al Kuwaiti, Head of Cyber Security for the UAE Government, said:

“The UAE has established a strong national cybersecurity ecosystem focused on anticipating threats, protecting critical infrastructure and building resilience. The National Vault will strengthen this approach by addressing a critical part of the resilience equation. By working together with CPX and Dell Technologies, we are helping advance the measures required to protect mission-critical data and support the continuity of essential services in an increasingly connected economy.”

CPX highlights the importance of recovery readiness

For CPX, the collaboration underscores the need to prepare organisations for the consequences of cyber incidents, rather than relying exclusively on preventive security measures.

The ability to recover trusted data and restore critical systems can play an important role in limiting disruption and helping organisations return to normal operations. The National Vault initiative aims to explore how these capabilities could support resilience at a national level.

Hadi Anwar, CEO of CPX, said:

“When critical systems are disrupted, what matters is how quickly you can recover trusted data and get back to operating. The National Vault gives the UAE that capability at a national level. It will help protect the data that underpins essential services, giving organizations greater confidence in their ability to withstand disruption, recover quickly and continue operating securely.”

The initiative is expected to develop in line with the UAE’s evolving cybersecurity requirements, with further work needed to establish the infrastructure and governance arrangements required to support its objectives.

Dell Technologies supports the UAE’s digital resilience ambitions

Dell Technologies is contributing its expertise in data protection and recovery to the collaboration, supporting the wider objective of ensuring that critical information remains accessible and recoverable during periods of disruption.

As the UAE continues investing in digital transformation and innovation, the resilience of the data underpinning public services and national operations remains an important consideration.

Advancing the UAE’s national cyber resilience

The collaboration supports the UAE’s broader ambition to maintain a secure and resilient digital environment that enables economic growth and technological innovation. It also reflects the importance of cooperation between government institutions and technology companies in addressing increasingly complex cybersecurity challenges.

The country’s National Cybersecurity Strategy emphasises resilience, innovation, capability development and collaboration. The proposed National Vault initiative aims to complement these priorities by exploring additional ways to protect mission-critical data and support the recovery of essential services.

As development progresses, Dell Technologies, CPX and the UAE Cyber Security Council intend to assess how the initiative can be structured to meet the country’s changing digital and cybersecurity needs.

The long-term objective is to strengthen the UAE’s capacity to prepare for, withstand and recover from cyber disruption, helping safeguard the information and digital infrastructure on which essential services and the wider economy depend.
